Two Members of America’s House of Representatives have published an editorial in the New York Post newspaper outlining why they believe in regulating online casinos rather than banning them.
Representatives Steve Israel, a Democrat, and Republican Pete King were original co-signers of Barney Frank’s Internet Gambling Regulation and Enforcement Act (IGREA), House of Representatives Bill 2046, and said that the Treasury Department is in charge of a number of jobs, including protecting the President, investigating counterfeit money and tracking terrorist financing and should not be made to look after the ban on online casinos.
The Treasury Department is now being asked ‘to spend their time and resources going after something far more trivial, people who play cards from their home computers’, the two Long Island Representatives wrote.
The article, Web Gambling: Tax, Don’t Ban, even pointed out that ‘years ago, the Treasury’s Secret Service agents used to help Harry Truman put poker games together in the White House. Now they’d be locking him up. Frankly, Federal law-enforcement officials have bigger fish to fry’, the Congressmen affirmed.
Frank’s Bill would see online gambling licensed and regulated by the Financial Crimes Enforcement Network and exempt from the Unlawful Internet Gambling Enforcement Act (UIGEA) with players having to pay tax.
‘Simply taxing web betting would generate significant revenues that could be used for a variety of domestic priorities,’ the duo pointed out.
As US residents will always find ways to gamble online, Israel and King said that the ban is misdirected and unenforceable and, ironically, leads to an increase in the unprotected environments that UIGEA claimed to address.
This is because, the two claim, a bans pushes businesses into the hands of ‘scam artists and grey market entrepreneurs’ based in unregulated offshore locations.
The piece ends by saying, ‘In the end, there is the question of how much we want Government to be involved in our private lives. In response to the UIGEA (the Unlawful Internet Gambling Enforcement Act) Congressman Barney Frank introduced the IGREA (the Internet Gambling Regulation and Enforcement Act).  As the name suggests, the IGREA’s aim is to undo the UIGEA and make online gambling fully legal in the US, with the government issuing licenses to operators and regulating any online gambling activities that take place in the country.

In order for the Act to move along in the process towards being passed, Frank must gain support from his fellow representatives.  The act requires a total of at least 218 votes in order for it to simply be passed on for ratification by the Senate.  About eleven Representatives spoke up with their support when Frank introduced the Bill in April, and recently, the support for Bill 2046 has received even more support.

The House of Representative’s Anthony Weiner (from New York), Anthony Weiner (from Mississippi), Maryland Representative Albert Russel Wynn, New Jersey’s Steven Rothman and California’s Michael Honda are the five latest members of congress to speak out and offer their support to Frank and his IGREA.  

The addition of the latest five now brings the total co-sponsors of the Act up to thirty-two, nearly three times it’s original amount.  And thanks to the increase in interest and support for the bill, more politicians have been encouraged to perhaps re-examine the bills intentions as well as the UIGEA’s implications.

Franks bill has not only received the support of his fellow representatives, but also from the a number of businesses and associations.  Included in this list is the PPA (the Poker Players Alliance).  The PPA is a non-profit group whose intention is to speak out and promote and ensure the integrity of poker and to protect US poker players’ rights.  They have not only spoken out in support of Frank’s IGREA but they also support Robert Wexler, who has introduced the Skill Games Protection Act, an act that embraces poker as a skill game.  

“We are strongly supporting two of these bills, Congressman Barney Frank’s HR 2046, the Internet Gambling Regulation and Enforcement Act, and Congressman Robert Wexler’s HR 2610, the Skill Games Protection Act,” said Alfonse D’Amato, Chairman of the PPA.

The office of US Congressman Barney Frank, who is chairman of the House financial services committee, has confirmed that he is currently working on legislation to repeal the Unlawful Internet Gambling Enforcement Act.

 The news item appeared this afternoon on the Financial Times website and has been confirmed to eGaming Review by Frank’s press department. The details of how any repeal would take action have not been worked out and no timeframe was given.
 Frank is quoted as describing last autumn’s Act as one of the “stupidest laws� ever passed and adds: “I am working on legislation to cut back on this internet gambling thing… I think it’s preposterous�.
 While rumours of Barney Frank’s support for a repeal of the Act had been circulating around the egaming industry in the past few weeks, Frank himself had not confirmed or commented on them. Shares in PartyGaming, 888 and Sportingbet were all up this afternoon.
 The FT says the mid-term Democratic victory in the US Congress brought some hope to the online gaming sector and John Conyers, chairman of the House judiciary committee, is also considered sympathetic to the industry.
 But while Frank and Conyers are “powerful potential allies, it is far from clear that the lawmakers would have enough support to pass any meaningful legislation� because it is not clear “whether the votes would be there for a regulatory bill�.
 The FT adds that the UStreasury is currently drafting the rules to implement the Act but that the deadline for presenting them has been missed and is now expected in April or May.
